En 1745, épouse Elizabeth Taylor, sœur du libraire T. Taylor auquel il succède en 1749. Sa boutique, connue sous le nom de "Literary Coffee- house", devient un rendez-vous des gens de lettres. Se retire en 1790 au profit de son fils Thomas II Payne. Encore membre de la "Stationers' Company" en 1792. Travaille en association avec son fils aîné Thomas II Payne à partir de 1776, sous la raison "T. Payne and son(s)".
