Auteur dramatique, homme politique. - 3è fils de Richard Boyle (1er comte de Cork), 1er comte d'Orrery en 1660. - Défenseur de la communauté protestante contre les insurgés catholiques de Munster, Irlande, puis président du parlement de Cromwell en Écosse où il rétablit l'ordre civil (en 1655-56). - A tenté d'établir un accord permanent entre l'Angleterre, l'Ecosse et l'Irlande au Parlement de Westminster , et proposé la couronne des trois nations à Olivier Cromwell (1656). - Retiré en Irlande, il contribua à établir la Convention générale de Dublin de 1660
