Imprimeur-libraire. Natif de Bath. Également journaliste et écrivain politique. Auteur et éditeur de nombreux ouvrages, parfois sous pseudonyme. S'établit tout d'abord libraire et papetier à Londres, puis reprend en association l'imprimerie de Charles Jacob Jordan en 1808. Éditeur de la "Critical Review" en 1814. En faillite à plusieurs reprises. Arrêté le 3 mai 1817 pour blasphème et sédition, il est relâché le 2 juillet de la même année. De nouveau arrêté en avril 1826 pour dettes, et expulsé de Ludgate Hill, il fait faillite en 1828.
