Born William Stirling at Kenmure House, near Glasgow, he took the additional surname Maxwell in 1865 on inheriting the baronetcy from his maternal uncle; he was the 9th baronet. He inherited the Keir estates near Dunblane, Perthshire, in 1847. FRSE from 1849.
