From 1873 to 1890 he was in charge of the Library's manuscript collection. He was a prolific journalist and writer, and he inserted himself in the debate concerning the beginning of the history of engraving. He mostly studied and wrote about the Flemish masters of the 16th-17th century, particularly about Rubens. In collaboration with Louis Alvin, he worked on the creation of the «Bibliographie de Belgique». After he passed, the Ruelens collection was auctioned in Brussels in 1891 by Bluff.
